Can a person that does not have sex acquire HIV?

Yup! You can get HIV from the introduction of contaminated bodily fluids like for say a blood transfusion where the recipient receives infected blood. Also, using intravenous substances like needles from people infected with the virus as well as the use of razors. It may be possible to obtain it from oral sex if you have a wound in your mouth and you ingest the contaminated bodily fluids. Not to mention a child may receive it from suckling from a lactating female infected with the virus as well. As you can see there are a variety of ways to obtain the virus without engaging in traditional vaginal sex.
