California law prohibits state governmental institutions from?

Yes it should end but your incorrect, they are in fact required to consider all those things. They are forced to hire to fill quotas which undermines the value of those who get jobs and promotions because they never can really know if they earned it or were filling a requirement. By requiring quotas your are dismissing qualifications and introduce institutionalized mediocracy. Hiring should be color, sex, disability and age blind. But protections should be in place allowing people who are not hired due to any of the protected classes to make a claim and demand a review if they feel they were treated unfairly. But its also unfair to force people into positions based on their protected class if they dont really have the qualifications or if they force some other person out of an opportunity. This has been an issue for Asians for a long time in California, not only in jobs but also in educational opportunities. They are often lumped in to other groups that push them out of jobs and scholarships they deserve. It also happens to other less protected classes. People of conservative values, religious people, and smaller ethnic groups , body shaming that dont fit the approved physical dimension popular at the moment, are routinely harassed, passed over for jobs and forced into censorship and sometimes even hiding because of the state sponsored hate and unfairness.
